Russell C. Clemons, 59 died Sunday, December 6, 2020, at Wheeling Hospital in Wheeling, WV.
Russell was a graduate of Bellaire High School. He was a Corporal Corrections Officer at the Northern Regional Correctional Facility and Jail. He was a catholic by faith. Russell was a huge fan of the Cincinnati Bengals and the Pittsburgh Pirates.
Russell was an animal lover. He was very fund of the two dogs he shared with his wife Amy Clemons.

The Belmont County Animal Shelter is a county run facility. It houses 50-80 dogs and 50-80 cats. They are kept open with the support and donations of the county. Their goal is to house, treat, and re-home animals in our care. They take in strays and owner surrenders. They investigate humane complaints as well as dogs running at large. In addition to confinement or humane issues we sell dog licenses which helps to also keep the shelter running.
To help reduce costs; they have a small surgery room.
Their facility has 30 indoor kennels, a receiving/puppy room, an isolation room, an open concept cat room with outdoor access, and a separate cat room for new cats. They also have 10 outdoor kennels.
Every donation counts and Russell believed in the mission and work of Belmont County Animal Shelter.
